Livelli essenziali di informazione per i Piani di rientro: un programma strategico per la Regione Abruzzo

Governance of the highly decentralised Italian Health System is based upon the provision of «Essential Levels of Care» to all citizens. Regions mustorganize oBn services preserving at thesame time efficiency and equity, but theplanning capacity is heterogeneously distributed across the country, as well as the ability to achieve «Essential Levels of Information» for routine monitoring. Regione Abruzzo, currently involved ina special program for cost containment, has established an inter-institutional groupto build a targeted health information system. Results include an agreed specification of common priorities, privacy-protective rules for dataharmonisation, infomration exchange and statistical analysis, and a roadmap foraction by policy maHers. The approach can be usefully applied to overcomeorganizational barriers typical of decentralisation.
